The Affordable Connectivity Program (ACP) helps low-income households pay for broadband service and internet connected devices.
What is the Affordable Connectivity Program?
The Affordable Connectivity Program (ACP) is a Federal Communications Commission (FCC) program that replaced the Emergency Broadband Benefit Program (EBB Program) in order to help low-income households pay for internet service and connected devices. BCT is a participating provider in the ACP.
If your household is eligible, you can receive:
- Up to a $30/month discount on your internet service
Only one monthly service discount and one device discount is allowed per household.
ACP Household Eligibility Criteria:
- Eligible to participate in the federal Lifeline Program.
- Household income is at or below 200 percent of the Federal Poverty Guidelines.
- A member of the household has applied for and been approved to receive benefits under the Richard B. Russell National School Lunch Act or section 4 of the Child Nutrition Act of 1966.
- A member of the household has received a Federal Pell Grant in the current award year (subject to verification).
- A member of the household meets the eligibility criteria for a participating provider’s existing low-income program (subject to FCC approval).
- A member of the household receives assistance through the special supplemental nutritional program for women, infants, and children (WIC).
How to enroll in the ACP:
- Go to GetInternet.gov to sign up
- Look for email from the Administrative Company - USAC with your approval identification Number.
- Call BCT Member Services team with the approval identification number and EXACT NAME used to enroll in ACP

Lifeline Assistance
Lifeline is a Government Assistance Program
Lifeline Assistance reduces an eligible customer's monthly rates for local residential service. An eligible customer receives credit for the Federal Subscriber Line Charge as well as a credit towards residential access line rate.
Lifeline Assistance is available to all residential customers who meet the eligibility requirements set forth on the Oregon Lifeline Support Website.
In addition, eligible subscribers must meet the requirements for the Oregon Telephone Assistance Program as defined in OAR 860-033-0030. For more information please visit the Oregon PUC Website.
As a participant in the Federal Lifeline Assistance Program, customers are eligible to receive Toll Restriction Service at no charge. This service will only be provided at the customer's request.
Local service deposit requirements will be waived for customers who voluntarily receive Toll Restriction Service.
Participants in the Federal Lifeline Assistance Program shall not be disconnected from Local Service for non-payment of toll charges. In addition, BCT will not deny re-establishment of Local Service to customers who are eligible for this assistance and have previously been disconnected for non-payment of toll charges. This assistance will not be connected if an outstanding balance is owed by the customer for local service.
Partial payments that are received from Lifeline customers will first be applied to local service charges and then to any outstanding toll charges.
Credit amount will not exceed the total Subscriber Line Charge and the Residential Local Exchange rate.
