Bill Merchant, Chairman of the Board - District #2

Member Since: 1984

Community/Volunteer Services: Active in local governance and citizen involvement for many years. Headed and served on the Clackamas County Planning Commission. Headed and served on the Clackamas County and Metro Committee for Citizen Involvement. Original Chairman of the Hamlet of Beavercreek, currently serving as Vice-Chairman. Served or serving on many other community boards and commissions.

Vision for BCT: Improve Internet, TV, and voice services to our members while adapting to the changing Federal and State telecom regulatory environment, maintaining the value of the investment members have made over the years.




Matt Carlson, Vice Chair - District #3

Position: Vice Chair

Member Since: 2001

Community/Volunteer Services: Countless hours working hard for the kids at Beavercreek Elementary School.

Vision for BCT: My vision is for BCT to continue becoming a more efficient company, improving the financial strength of the cooperative and allowing for the investments needed to bring higher broadband speeds to the members. In addition, I would like to see us have the friendliest, most customer oriented, highest quality customer service anywhere.




Gary Emmons, Secretary/Treasurer - District #5

Position: Secretary/Treasurer

Community/Volunteer Services: Active with Three Rivers Board. Volunteers at Canby New Life Church with the youth group.

Vision for BCT: Stay the course we are on: paying down debt and continue to strengthen our relationships with neighboring Telco's by working together to find ways to reduce costs of products and services provided to the end user, our members, who are the heart and soul of BCT. Continue to see BCT provide faster Broadband Services to its members.



Vicki Smith, Director - District #1

Community/Volunteer Services: I have been a member of the Oregon City Chamber of Commerce for over 25 years and have served on the Board of Directors and as the Chamber President.  I am a ten-year member of the Rotary Club of Clackamas and have also served on their Board of Directors and as Chair of International Service.  I work for Clackamas Community College Foundation as a Development Officer whose mission is to raise money for scholarships and programs.  I have lived in the Oregon City Community for 34 years and consider it home.

Vision for BCT: My vision as a Board member is to advise,  guide and support the CEO’s leadership striving for improved finances, and, the deliverance of faster broadband speeds to its members. 



Tammy Stevens, Director - District #4

Position: Director

Board Member Since: 2016

Term Expires: 2019

Member Since: 1993

Community/Volunteer Services: Served on Clackamas County Planning Commission and Committee for Citizen Involvement.  Currently Chairing The Hamlet of Beavercreek Board.  Have served on numerous local governance boards and commissions. Active with equines belonging to riding and driving clubs.

Vision for BCT: As a new Board member, I am impressed and supportive of the Boards goals of fiscal responsibility by paying down debt and networking with local Telco’s to provide efficient services and state of the art technology while working within an ever changing and highly regulated environment.  BCT’s most valued asset is its members and I support the goal of continued exceptional service and support.

Paul Hauer, President

Community/Volunteer Services: Board of Director for Clackamas Volunteers in Medicine, The Founders Clinic in Oregon City. Past President Oregon City Kiwanis: President Beavercreek Charitable Trust; Past Treasurer St. John the Apostle Auction; OC Youth Baseball Coach; Children's Center Fund Raising Volunteer (Hope and Healing Event); H.O.P.E. International Volunteer (PDX Homeless Food program). 

Vision for BCT: My vision and goals are to guide the cooperative into better financial stability through partnerships in the industry and community; and, to deploy faster broadband speeds to its members. The management team and employees are working together to leverage current assets with minimal additional investment in order to be able to offer 20 - 30 Mps broadband speed to all members over the next few years. Broadband is the present and future of communications and BCT needs to do what is necessary to get the higher speeds to its membership as quickly as financially possible.





David Warner, Vice President of Engineering and Information Technology

Employment History: Engineering Department draftsperson 1979-1991; Assistant Engineer 1992-93; Engineer 1993-2007; Director of IT and Engineering 2007-2015.

Community/Volunteer Services: Volunteer firefighter Beavercreek/Clackamas Fire Districts 1978-1997; Clackamas Amateur Radio Emergency Services 1993-present.

Vision for BCT: Continue to improve upon broadband quality and services.
